No Restrictions for Certain Chinese Imports The news isn't good for domestic brake manufacturers. The U.S. International Trade Commission (ITC) has voted 4-0 not to impose restrictions on certain brake drums and rotors being imported from China. The commission's ruling was based on its belief that these products "are not being imported into the United States in such increased quantities or under such conditions as to cause or threaten to cause market disruption to the domestic producers of like or directly-competitive products." In spite of U.S. brake manufacturers' claims that China's share of brake drum and rotor imports into the United States has risen from around 20 percent in 1997 to more than 40 percent in 2002, the ITC ruled against them.
